With the aim of promoting eco-design in packaging, guidelines for modulating the financial contributions made by companies to SCRAPs in Europe came into effect at the start of 2024. By implementing ecomodulation models, the European Union aims to encourage eco-design of packaging placed on the market in all its member countries.
The new regulations go one step further by incorporating attributes that facilitate the selection and recycling of packaging and the reintroduction of materials into the market, thus promoting a Circular Economy.
Ecomodulation aims to regulate the financial contribution made by companies to these systems based on their packaging’s impact on the selection and recycling process, and to promote circularity by incorporating recycled material. This encourages packaging to be lighter and more recyclable, and to incorporate post-consumer secondary raw materials.
One attribute considered is post-consumer recycled content, for which accredited certification is required to inspire confidence throughout the single-use packaging value chain.
The RETRAY Scheme Regulations and Procedures of the Ecosense Foundation include the obligation to certify not only recycled PET tray content and content from other reliable sources (e.g. bottle recycling), but also the origin of the recycled material (post-consumer and pre-consumer) in order to certify the traceability and percentage of recycled content (EN 15343) under ENAC accreditation (Home AB of EA for the Retray Scheme) in accordance with the attributes established in European regulations and their national transpositions.
